Resolution
The Birds and Flights of Aviation Sectoral Conference dedicated to 50th Anniversary of research done in the field of birdstrikes prevention by specialists of Aviation Ornithology Group (AOG) in Russian civil aviation was held on 1-3 March 2017 in Mytischi (Moscow). The Sectoral Conference was participated by representatives of 37 aviation organizations from Russia, Belarus, Kyrgyzstan and Croatia.
During the conference the participants discussed actual problems of the following most foreground fields: determination of the ornithological safety provision condition on air transport in Russia generally as well as at particular airports, development of regulatory requirements base for birds and wildlife strikes prevention, improving of ornithological safety provision in air transport.
The participants of the Birds and Flights of Aviation Sectoral Conference have formed a list of issues and tasks for the field of ornithological flights safety provision that require actions and decisions in the nearest future on the basis of the discussion and have decided:
1) To esteem positively the work of the Aviation Ornithology Group (AOG) of the Two Wings Company and The Flights Safety Inspection Department of Rosaviatsia on the organization of The Birds and Flights of Aviation Sectoral Conference dedicated to 50th Anniversary of AOG activities in March 2017.
2) To accept as necessary regular meetings of aviation specialists on a periodic basis (every 2 years) in order to exchange experience and discuss current issues of ornithological flights safety provision (OFSP) with the support of Rosaviatsia.
3) To approve the initiative to establish the Expert Council as a part of AOG aiming to extend advisory/methodological assistance to airports/airlines, central office units and territorial authorities of Rosaviatsia in the field of birds and wildlife strikes prevention. The Expert Council should be formed of the branch specialists of high qualification with biological education and experience of OFSP work in aviation structures for at least 15 years.
4) To recommend the Flights Safety Inspection Department of Rosaviatsia together with the Two Wings Company to carry out a questionnaire survey of Russian airports and airlines in order to determine the current condition of OFSP in Russia. On the basis of the data such received define the scope and nature of measures and activities aimed at birdstrikes prevention used locally as well as sectoral need for preparation and distribution of methodological materials on the OFSP, development and production of new means of protection from birds at aerodromes, improving methods already applied.
5) To consider the specificity of the birdstrikes problem and to recommend Rosaviatsia/Ministry of Transportation of Russian Federation with participation of AOG to reconsider the project of Federal Aviation Regulations "The Rules of Operation of Civil Aerodromes, Hydro-Aerodromes, Heliports and Landing Areas" prepared and approved in 2016. To rewrite its Section VI "Ornithological flights safety provision and activities against wild animals" with attention to ICAO standards and practice recommended, recommendations from WBA, ACI, achievements of Russian specialists and AOG methodic materials. To provide for introduction of changes to the current Federal Aviation Regulations.
6) To recommend the Flights Safety Inspection Department of Rosaviatsia to introduce changes into the Birdstrikes Registration Report Form, including points:
-“departure aerodrome; departure time (local)” and “landing aerodrome; landing time (local)” in order to expand statistical analysis data adding cases of birdstrikes for which the place of strike is not certain;
-“biological group of birds involved in strike”, “species of birds involves in strike”, "Latin name of species involved in strike” in order to register biological information of extreme importance.
7) To initiate by Rosaviatsia with participation of AOG a revision of OFSP education program of the Advanced training course for managers and specialists of meteorological and ornithological flight safety provision and environmental protection (taught at Saint-Petersburg University of Civil Aviation) to improve and expand the knowledge of future specialists and to prepare them for the introduction of mandatory regulatory requirement of certification of air transport workers involved in planning and conduct of activities aimed at birds and wildlife strikes prevention.
8) To recommend Rosaviatsia and other Russian civil aviation organizations to participate in the ICAO seminar in Montreal, Canada, May 2017.
9) To recommend Rosaviatsia to consider establishment of a National Birds and Wildlife Strike Committee and opportunities of its collaboration with Ministry of Defense of Russian Federation and other federal authoritative bodies.
10) To recommend AOG to prepare and submit an application to host the WBA Conference in 2018 in Russia.
11) To recommend Rosaviatsia to prepare and send appeal to the Ministry of Internal Affairs of Russian Federation on the application of smooth-bore hunting weapons as a means of protection of aircrafts from birds as a part of OFSP program.
12) To conduct a research by Rosaviatsia with participation of AOG of court decisions on airports liability issues for birdstrikes, birds control and measures taken to prevent birdstrikes out of the aerodrome territory, consider the legal practice of recent years. Use the results of the research while reconsidering the Section VI "Ornithological flights safety provision and activities against wild animals" of Federal Aviation Regulations "The Rules of Operation of Civil Aerodromes, Hydro-Aerodromes, Heliports and Landing Areas".
